The Taxpayer Outreach Clinic (TOC), a 501 (c) 3 organization, has been a vision of Mr. Richard A. Smith for over a decade. He has provided quality tax preparation and education services in both the Missouri and Illinois bi-state area for over 30 years. Given his success and experience he wanted to know how he could better serve the underserved communities facing economic, age and language barriers in the city of East St. Louis, IL and surrounding communities. The Taxpayer Outreach Clinic (TOC) is a  Low-Income Taxpayer Clinic (LITC)  designed to provide tax education, outreach, and assistance with resolving tax issues for those that qualify.

In addition to services for residents with issues with the IRS, it is TOC's mission to provide education on important topics such as health, financial stability, youth programs, starting a business and entrepreneurship, job skills, and employment assistance.

We are working to partner with local and regional community partners to be the voice of change for the Greater East St. Louis area and surrounding communities. We are branching out to Latino communities and working to combat the language barriers that they face.We are working to break down the barriers that keep all residents from living an economically stable and healthy life.
